Project Phoenix Combined Heat and Power Plant

PSE partnered with Bodell Construction to supply the design and engineering for a design/build project. The Bodell/PSE team was awarded the project and Bodell Construction took the lead as the General Contractor.

PSE RESPONSIBILITES AND WORK INCLUDES:

  • Project Management
  • Document Control
  • Develop and maintain a 3 Dimensional model of all piping, equipment, and electrical checking for collisions
  • Piping Orthogonal and Isometric drawings for fabrication
  • Electrical Cable Tray drawings
  • Electrical Wiring and Termination drawings
  • Electrical Power drawings
  • Seismic Bracing for cable tray and conduit supports
  • Heat tracing design drawings
  • Pre-commissioning
  • On-site Commissioning and Startup
  • As-built the 3-D model

The Molycorp Phoenix Project included multiple buildings and process design. Bodell/PSE was responsible for the Combined Heat and Power Plant. The owner had purchased some of the larger pieces of equipment; such as two Combustion Gas Turbines (CTGs), two Heat Recovery Steam Generators (HRSGs), two standby Diesel Generators, two Cooling Towers and two chillers. PSE’s scope was to supply the design and engineering for the project to develop drawings and specifications that would allow Bodell to fabricate and supply the piping, electrical and instrumentation required to connect all of the components inside and out of the Combined Heat and Power Plant building.

As part of this task PSE developed a 3-D model using CADworx running on top of AutoCAD. The model was very complex and was used to identify interferences with piping, cable trays, and equipment. PSE stayed on-site to support the startup and commissioning effort. At the end of the project PSE spent about six (6) weeks as-builting the model to supply to the owner as a completed project.

This project was the power and energy supply for all of the new additions to the plant and was subsequently a high priority and involved a very aggressive schedule in order to meet first fire of the CTGs and the HRSGs in April 2013. The date was met despite an evolving set of P&IDs. and interferences.
